Well, yeah. That's the only way anyone can get it. Add it your cart and go to the next step before buying where it allows "Purchase for Myself" or "Purchase as Gift", the "Purchase as Gift" button will be greyed out. Its the same for every region.
I was looking for a few hours when it went onsale earlier today (yesterday now). They're not allowing gifts of this game.

It doesn't need 4 pack option to buy it as a gift, offically you can't buy any 4 pack as a gift but there is a way and the very same method can be used to purchase a single gift copy of C:R (even if gift option is disabled). Hope that explains it, I have tried this myself and it sure works.
