....usually it's pretty easy to determine whether a game was a one-time purchase or if it came from a package or a free promotion/extra copy etc. Such games usually have the Tag Gift behind their name or if you click on them in the inventory
sometimes it also stands in or just in the description. (A single purchase would not have the GIFT tag)

Normally it wouldnt matter but .... when the regional lock came you could still buy 4 packs etc. Valve realized that quite late
So they also locked the packages too but here they forgot something again ^^ The first copy you get directly into the account was locked but not the 3 others... so they changed that later, too.
Add to that, in the case of Microsoft Games ... Microsoft has removed some 4 packs for their games from the store at the time
and there are a few other details
Maybe it was a bug or it was wanted.... In any case, this has led to that all the gifts bought through a 4 pack
until a certain time from the introduction of the regiolock to the changes were subsequently provided with a lock
but without the typical red infobox ...that affects Age of Mythology and Rise of Nations for some reason not Age of Empires II

Go to steamdb search for the Game - click on the APPID - for example with AoM

Depends on to who you sell it ;o
Probably all "traders" know that problem and dont want it.... so you have to find a person who wants to play it
theoretically you could sell / trade it at full value .....but 90% chance of a Regio-Lock...it will need a VPN to activate it
probably RU but could be anything else ^^ (Game works fine...like RoW after activation)
So you need to find a person who is willing to do that (VPN) otherwise i guarantee you that the person if you dont tell it before want a refund/tradeback
as it is now you can see it as a RU / CIS version 1-2 Keys ( probably just 1 lowest RU price is/was $1.61)
