Sorry i know i'm going to be that one super annoying person but, why exactly must Evil Within be activated with VPN if it's ROW? I thought it was only RU/CIS and other regions that were excluded from trading?
Well it is easy to understand; new rules that steam did about restriction "cross region trading" it’s NOT locking gifts of games, but makes gifts unable to activate in another country.
I try to explain it to you.
Sometimes games have different packages, sometimes not.
For example:
Watchdogs has different packages for each region, it means game LOCKED. For RU/CIS it is #44893, for US it is #44891. So basically, it is "different" games.
The Evil Within – doesn’t matter where in the world you will buy it (US, RU, PH , BR), version of game same for all with #53808. But it will be tagged after purchase, depends on where you gonna buy it. And to add game in your Library you must use IP that country where it was purchase (means to use VPN server).
Highly unlikely. If you will activate 1000 gifts maybe, but with one-two no one will notice.
I dont know any ban regarding using VPN for activation. Basically it cannot be seen, no one understand would you used VPN or not for activation, because game is ROW and in your account history it is not tagged.
People had been banned because they used VPN for Purchase in different region. Thats true
