I know that Tier 1 was pre-order copies ordered before a certain date and they came with a copy of San Andreas, whereas tier 2 didn't. Also may have gotten more pre-order bonus in-game cash in Tier 1.

Not sure about this tier 3.

One last thing. What does 'region locked' mean? In a PC version, I mean. I know what it means for console, but how can someone sell a region locked GTA V while another can sell a ROW one? I'm pretty confused |:
