Nope rocksteady blocked it coz ... just look at this -Sales of Batman: Arkham Knight have been temporarily suspended while Warner Brothers works to address performance issues. - Steam

Yes you can activate it. The only thing you can't do is buy directly from Steam Store since sales were suspended. You can still activate codes from Nvidia.
