I gathered as much, you'll be hard pressed to find it from anyone at that cost its on sale at the minute but its more than that so no-one will sell you their copy for a lesser price than what they brought it :L
You'd be better off trying to trade some of your inventory and that $5 steam wallet for it.

PermalinkNormally people are willing to sell many titles at sale price, but Fallout 3 GOTY (and Bethesda games in general) are a special case. It's not discounted in cheap regions (e.g. RU) and censored/unavailable in others. So it commands a hefty premium in trade. I easily get $10-$15 worth out of my stock copies. Selling for $5 would just mean giving my opportunity to someone else for nothing.
