4-pack is Steam activation key. If you want to unpack 4-pack you shoud go first with 19k. After you activated use 3 gifts to get your 16.5k back.
If you dont trust me. 5.5k for a single gift is the best choise.
or you can buy the whole 4-pack with 18k
