Idea is simple.
I have some money on my Steam Wallet and I want to convert it to a Paypal.
Since there is no way to do it via Steam itself - that's what I wanna do.
You ask me to buy something
I'm selling it at 100% price to you for a Paypal.
I'll buy the games at RUSSIAN prices and you'll buy out at the same prices too. (sometimes it means you can't have a deal with me like in Borderlands 2 case 'cause you can't run RU edition of this game outside Russia or CIS)
Unfortunately, you should go first 'cause there's no way to trade money via Steam Trade thingy.
