I'm guessing the guy who scammed you is this, who is actually this Steamgifts user.
I warn about him in my threads, but he goes after new users, who don't always know to check. He's a real piece of work and a major loser.. His English is awful though so I'm hoping sometimes that tips people off.
If possible, please report that profile above to Steam. Two other today have already done so, and hopefully if enough do it will make a difference!
Can be negotiable with other game depending on what it is :)
