People claims my identity, something you should really be careful and i'd strongly suggest you read about it.
Basically you should never trade with people that randomly add you and you should be the one adding the other one from ST considering your low rep. If you add someone from ST and that you've agreed to something, you shouldn't be really worried about going first.
Otherwise, if you get add randomly, scammer will tell you to go first since you have low rep and they'll use a profil picture from someone with a high amount of rep.
You can change your name and profil picture at any moment on Steam, however you can't change your Steam ID.
Steam Name and Steam ID are two completely different thing. I could call myself Sneakypickle on Steam and take the same profil picture then you ( claiming to be you )
