I don't think any of the Borderlands games has an Asian region lock. There hasn't been any reports of it on the discussion page.
Only if bought from RU/CIS, if bought anywhere else it is considered ROW. Good luck to you <3

So in the end, the keys are region locked. Maybe not borderlands 1 and 2 goty, but pre-sequel is definitely locked, its just not found out yet.

The current borderland pre sequel is not region locked as far as I know. I remember that borderlands pre sequel was bundled before few months ago and at that time the game was region locked. So probably you got the old copy of game from the other guy

Probably not in other regions, but i do believe its region locked in SEA, and US.
Oh! I am also Indian. This has happened to me once too. But steam eventually accepted the key! I got the same message while reveling the key. Still, I went ahead and reveled the key and entered the key in steam client. And steam accepted. Did you try redeeming the key on steam? It's worth a shot!

I doubt they would since I got it as a gift link from the trader. Only that guy can ask for support from HB, and since he declined to refund me (I asked for a refund cause the key was not activatable at my place and he did not mention anything about region locks), I doubt it would be of any help.
