You should report that user who scammed you. Go to a profile page and click on "!" Button. Don't forget to describe what happened and other details about time, contents of the trade. Moreover, you can make a screenshot of the chat/dialogue with scammer, load it to a free image hosting and then put link to this image into description of the problem.

No problem. Next time you trade with someone, be sure to check not only his rep, but also his Steam profile and history of previous trades. Sometimes man may have quite a lot of feedback, but none of threads either opened or closed.
