Yes, it is on Steam. You can buy directly on Steam (but that's 60€, at least in EU). But all the stores sell Bethesda keys, no store actually has Steam keys. Just like with Ubisoft games, for example. Even if they are on Steam, the stores like HB or GMG will only sell you UPlay keys.
