I bought Inversion from amazon, but as turns out the key is restricted to america only, so I'm looking for someone who has Inversion gift (and presumably lives in america and planned to activate the game anyway) and can exchange with me, thanks in advance.

That's not going to happen. It's a value jump of several TF2 keys worth from one to other. Use a VPN, the region lock is activation only. It will work without VPN after you add it to library.

It's a valid concern. But do we have any documented evidence of Valve limiting accounts for VPN use other than exploiting regional pricing in the store?

Documented evidence ? Probably not. But would you really risk an account with that many games if there's even the slightest chance of Steam doing what they claim they'll do in the subscriber agreement:

"You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, we may terminate your access to your Account."

I know I wouldn't.
