I bought VEGAS Pro 15 Edit (Non-Steam) from MAGIX Official Site for US$199 just to get the plugins (Boris Image Restoration and Mercalli V4). I can sell VEGAS for half the price (US$ 99,5) through PayPal. I can send the proof of the purchase I received by email from MAGIX as well.
