All gifts from RU-store have activation lock, you have to use some VPN to add it to your library. All games also have run lock but many DLCs have only activation lock since actually you don't run them. That's all I can say, there is no way to check it for sure.

It is a bit silly having to obtain this DLC this way considering it is a CIS exclusive DLC, but you know, I really want it.

Are you sure this serial won't be region locked? Also, can get this serial not installing the base game? If yes, it would be 1 key + 230 RUB PP (or just 322 RUB PP without the key) for Marvel Heroes 2015 - Blade Hero Pack.
