Not exactly. What you can do is add just the deluxe bonus pack to cart on the account you used to Pre-Order the game, and proceed to checkout. Once the game releases, you should also have the deluxe content.
As for everyone who uses this method, Watch Dogs will not display as deluxe in your library but will have the Deluxe content, just to clarify.

Did you go to a random store page and replace the product ID's?

I personally wanted the deluxe edition and not the standard edition, which was a bit of a deal breaker in regards to Uplay/The NVIDIA promotion. But I just figured out how to upgrade your Uplay NVIDIA copies to Deluxe for just $10. (The $10 more you'd be normally spending on deluxe)
For those interested here is a quick tutorial of how to get the Deluxe Edition Bonus Pack.
Here is watchdogs deluxe in your cart:

Open the bonus content pack in a new tab.
You should reach an error like "Product not available". Look at the URL bar, "&productID=" and copy the digits that follow. (In my experience it's only been 299434600 but, perhaps some obscene country has a different product ID for it.)
Delete watch dogs deluxe from your cart now that you have that number, You can add your NVIDIA watch dogs to the cart at anytime, If you hadn't already, you should do it right after trashing deluxe.
Go to a new tab and go to ubisoft's store page. Locate a random game, (It could be another Watch Dogs, It doesn't matter)
Hover over the "PRE-ORDER" Button, and inspect element. (Via clicking right click, and then it should be the bottom option assuming you're using Chrome)
You should see something like this:

Double click the quote next to "Deluxe-Edition" or right click and edit as html.
Change the product ID for watch dogs, so it goes from:

Go back to the page once done with that, and click the order button. (In my case that'd be "PRE-ORDER" as I was using Watch Dogs to modify)
Your cart should look like this now:

Add your promo code, and proceed to checkout, pay the $10 via credit card or paypal or whatever other options are available that you want to use.
