Well, he claims never to have traded with you. Are you sure it was him who stole your game and not another user who impersonated his name and profile? That happens a lot here. You can't just neg people because you got cheated by someone pretending to be that person.

As you can read on http://store.steampowered.com/app/218620/ it says "Pre-purchase PAYDAY 2 and receive access to the PAYDAY Loot Bag, which includes the following in-game items" So the items are in-game not actual real physical objects.
