not exactly: most often they sell row/ww keys, but sometimes(rarely) region specific. If you are talking about Fallout NV, it can either be western version or an eastern one. Difference is in available languages only.
i talked to support about it recently. i bought oblivion goty and skyrim from them. When i ask they say its eu only because i live in an eu country. its maybe different ehen you buy. Well its knowledge i must share. Avoiding future problems:)

well, yes, it's a steam key. Can be delivered as a gift via gamersgate (this way it can be stored safely, and 100% guarantee the key isn't used). Anyway, thanks for a bump ;)
