Mmh nothing cheap about this.. in Euros it's normally between 1.3-1.5.. You're even over Steam Market prices. Good Luck with that.
There are automatic converters in place. So if you pay in USD and he's using paypal, it will convert. The value..in USD is $2.40 which means they're actually more expensive to buy from him than to just buy on the market. Even if you buy in major bulk, you might make a few cents on each TF2 key but it's not worth it after associated fees.
Yeah, unless they changed it recently. I used to do a lot of online business and the people I worked with said the currency always converted for them. Sometimes the values weren't so favorable. I think based on his currency this is actually a good bit of a discount, but when converting, not so much.
Are you sure it's in Euro? if you do it like 1.7 in USD I will take a bunch :)
