There are no tradable gifts at the moment. This is because after you purchase it from Steam Store, you need to wait 30 days in every case, no exceptions. You'll have to wait until 10 December in order to get a tradable copy.
I was under the impression that if someone preordered a copy 30+ days ago, then it would be tradable.
You would be correct, but its going to be a hard find at this point since its likely that anyone who bought it in preorder has already sold it/traded it. The preorder version wasnt a big commodity since the preorder bonus is negligible and is still available for anyone who purchases the game.
Thanks for the clarification. I figured it might be difficult to find someone who still has a tradable copy but you never know.

Right now there are tradable copies for 31 tf2 keys, and untradable for 26.5
