Because the lowest they buy it as is 3 each, if you are offering 5 keys for 2 then they are losing money.

If they made USD $2 wallet per key which doesn't happen now they would make 155 rub from 2.5 keys, Chivalry is 150 rub. Right now keys sell for USD $1.8615 and so for 2.5 keys they get 144.63325 rub, meaning they lose money from this trade.
