I traded for a supposed ROW copy and then before I activated it Steam flipped a switch and now it is restricted. It no longer does me any good as I can't even activate the thing and Steam support doesn't care that they swapped ids on me after it was already in my inventory. My loss, possibly your game if you have a way to activate this.
