because it's cheaper than buying it for $2.50 in store or $2.30 on market, Einstein? and lots of people buy for these prices.
it's not $2 everywhere - game is 250 rubles in RU, so 2 copies with 90% off coupons makes 50 rubles, less than $1.6

if you can sell it for $2, it means someone else pays $2 +15%=$2.30 to BUY it from you. so key is worth $2.30 actually. you ask "why would anyone pay $2"? ask these few thousands who bought for $2.2-$2.3 just today, here
