I'd guess he means a piece, but before everyone goes all apeshit on him maybe he has 15+ keys?
($1 is minimum, so you couldn't actually get 15 copies (why would you want more than 1 though!?!?) even with $15 including the sales tax)
OP, if you want to "profit" from this, consider something like 2x Alan Wake and 2x American Nightmare for 1-2 keys. That way anyone who doesn't have the money (how don't you have $1 though..) can still get the game, and you get your "profit".
