I was going by isthereanydeal.com. It has One Piece Pirate Warriors 3 for $40 retail, $10 historical low. I based my offer similarly against the other games retail and historically low prices. Did I look at something wrong?
They are bundle games, not really important whats retail value or historical low. Histrocial low $10 on one game? Its almost price of whole bundle with all games together so its not even any match in making.
It's still a good way to judge worth - not all bundles are equal :)

Price of bundle / stock / demand / my interest. = price. I never paid more than $2 per copy so any reason is totally pointless :D
