You need to have balance/funds on your PayPal account before sending to other users (i.e. to do game trade). It isn't like when you purchase from the store, which only requires a card stuck to that PayPal account.
Sending funds to PayPal account (or bank transfer) takes about 1 or 2 days before you can actually have some money to send to other traders when you make a game trade.
You don't need to have Paypal balance to send money if your Paypal account is tied to your bank account.
My PayPal account is verified with my bank tied to it, but it required a minimum amount to be sent to other users. I remember I couldn't make a transfer when I ran out the balance on PayPal (not in the bank). I think they had some problems with connecting with my own bank account :/

When you send money as gift it means you will be covering the transaction fee, just make sure you are trading with someone who has decent rep.

Yeah, you don't need paypal balance to send money, it will be directly deducted from your bank account.
When you bind your paypal to your visa/creditcard it's bind to your account till you unbind it,when you want to send someone money you do it through paypal and it automatically takes the money from your visa/creditcard/bank account,etc.But when you receive cash it sends it to paypal,so the money that have been sent to you is only seen on the paypal account,until you transfer it to the bank account/visa/creditcard,etc. Hope this helped you understand.
Hopefully I'm not breaking any rules asking this here, but I have a quick paypal question and wasn't really sure how to google this.
So if I have $0 in my Paypal but I'm connected to my bank account/debit card, will it just take the money out of my account when sending it to someone? Or do I need to send the money to my Paypal first?
Also what are the usual steps that happen when doing a paypal-game trade? I just want to make sure neither party is screwed over.
