Was it purchased through the Humble Bundle EU store? If so, you can click "Create Gift Link" and it will inform you if any region lock exists. If it does not exist for NA I will make you an offer you're unlikely to refuse.
It's not from Humble Bundle, it was purchased from EU retail store (not by me), so I doubt it is row, but not 100% sure.
