Hi the game isn't out yet, so you can still pre-purchase it so. Therefore, yes the bonuses are included. It is a Steam ROW Gift and it's not region locked ;)
Can i ask where you get these from ? The cheapest price i could find was in russia. rub 629.10 = € 12.70

No bother. But, from what I have experienced if a game that was bought at the time it's region free, it's region free, even if the game becomes region locked permanently after its release. However, this is now always the case, some games can also become region locked after it's release. Therefore, it's best to buy a game while it's region free and unlock it. So you and maybe some anxious traders won't get stressed or concerned about the games they bought becoming region locked in the future.
