You can use it wherever you are. The only difference is the Eastern Europe version has English and Russian only.

PermalinkAh okay that's good to know. Was told you'd need to use a VPN to activate it here in the US. Thanks for the tip. Would still like the US version for future DLC though, planning to trade or give to a friend.
