You need to add me on steam so i can gift you the game directly to you.
If it's not an inventory gift and you are buying it for them, you need to post what region you are so they know if you can send it.
Also, a key gets you about $2.30 after fees and the game costs $2.00 right now, so I don't see why they wouldn't insta-sell them on the market and buy the game themselves.
