you really shouldn't do this. you don't even need the rep, you have more than enough. and all you do is push someone with rep he didn't earn by trading (which is what the rep system is for).
Decent argument, but the coupon is for a game I have thought about getting for myself and I haven't seen it around, so in my own case it isn't a rep grab. I don't ask for rep when giving out my own coupons, due to the rep system here, but I checked this user's profile and saw a 3-year badge. That's actually 50% longer than my own time on Steam, so I figured the odds would be well lower than a coin flip that this kind of user would be aiming for an underworld career path.
it doesn't matter what his steam profile implies or not. you gave him rep, although you didn't trade with him. in my opinion it would be fair for all traders, if you remove it. because there just wasn't any trade.
The rep system is for trading, not for gifting!
we had this before. you shouldn't try to create (basically fake) rep by gifting worthless items like coupons. i have to double check, but i think this might even be against the site rules. well, it's definitely not ok in my opinion (and many others). if you want rep, then do trades. don't try to "cheat" your rep, please... :(
EDIT: i think it's against the rules. they state that rep is for "Successfully completed trades". what you offer here is not a trade, it's a gift. There is no trust involved or anything. and i am pretty sure, scammers will welcome this opportunity to create some fake rep, which makes the scammers life way easier.
Not to take sides here and I understand why you're so upset. But technically it's still a trade.

how is it a trade? even the steam trading window gives an additional message where it says that this will be a gift, if you don't insert items on one side. the definition for "trade" on wikipedia is as follows:
Trade is the transfer of the ownership of goods or services from one person or entity to another in exchange for other goods or services or for money.
giving away coupons for free is not a trade (you even call it a giveaway yourself, after saying it's technically a trade...). and the rules state that the rep system should only be used for successfully completed trades. and after all, we all can just use common sense, right? i think it's pretty clear that this is an abuse of the rep system. if you get +1 for receiving a free coupon, the next trader will think that you already did one successful trade (and then has the tendency to trust you), which just isn't true.
i think this should be understandable for everyone, and i also think it should not be tolerated here. it's unfair for all traders who earned their rep. and more importantly it's a risk (scammers can easily build up some fake rep this way).
For me they're worthless coupons, just given it for free. Rep was innecessary tho so will be to receivers criteria.
Anyway only gived 2 coupons.
