You might want to clarify your post a little, so an innocent user doesn't get neg'd.
The first user you linked as a legitimate user, manuelin, id 76561198040697803.
The second link is the scammer that I assume was impersonating manuelin, and will likely change his custom url. His id is 76561198066286562 and he has been flagged by SteamRep.
Learn to use SteamRep, friend. Here he is. Reports against him were filed as far back as April 4th. You may want to clean up your title and thread so users don't assume manuelin is the actual scammer. Just out of courtesy :)
