Elders Scrolls Online Tamriel Unlimited (non steam) - just means you make a account on the elder scrolls website and download it there.

if you want to know how to make a account for non steam ESO, you do this.
1.) go here account.elderscrollsonline.com and "Create an Account"
2.) when done, "Redeem Code" on the "My account page"
3.) Enter in the code you would have traded for, and follow the on-screen instructions.

1.) Q.)Does the non-steam and Steam versions of the game play on the same server?\
A.) yes they do, just be sure to choose the region of server that you wish to play on.
2.) Q.) Does the base game (Tamriel Unlimited) come with DLC?
A.) No, that would be the gold edition, which to my knowledge, is only on Steam.
