I offered to pay first even though he has low rep and his account is fairly new. He said that in his country, PayPal takes some time to clear payment (August 11th) so he will send the game when it clears. I'm skeptical but we'll see.
The other issue is that he sends games via gifting. However, Steam does not allow cross-country gifting if the difference in price is too high. This is a simple check to find out, just add to cart and add the user you're gifting it to, and Steam will tell you if you can or not before completing. He avoided doing this.
Users claiming a hold on funds usually means they are amassing payments and asking you to wait to delay receiving negative rep.
This message is not to say that he is scamming, but just to be cautious. Always ask new users with low rep to send game first.

I'll piggyback off of this and mention that when I began to inquire where his game was from, he first said there's no proof or purchase because he got it from a retailer. Then when I asked which retailer, he said it was from Reddit, but then never provided a link to that Reddit deal.
I was already quite suspicious of this, but given the sketchiness around payment too, this is either a scam or just too difficult to deal with.
