Region restricted giveaways works same as all others do, you recieve full green CV for it.
Do whatever you want to do. As for me, I don't see anything illegal when people from other contries want to make some giveaways for any specific regions. And yes, i actually don't care about your blacklist, because all you do is shitty group/whitelisted giveaways for small amount of people.
