I'm assuming it's such a low price because it's $25 in Russia.
With some games you have to worry about it being region locked (or even getting region locked later on). I don't know whether that's the case with AC4, but it's worth noting that the version sold in Russia does have a different subID than the one sold in the US and Europe, which could be problematic.
Yea, 13 keys is really good price for a game that isn't even out, but the risk of it getting locked out after you activate it is too high imo.
well, as i know, even if the gift has RU/CIS tag, but you redeem the gift after the game getting locked, then there's no problem, even if the game will be region locked later on. This game has same problem with Batman Arkham Origin. both has RU/CIS tag in title.
Do you by any meaning know it will be the same situation for Watch Dogs considering the price. Merely 15 keys or so?
well, maybe Watch Dog will come on Steam ONLY after the game released. AC 4 Black Flag is the first game of Uplay has RU/CIS tag, and I think Watch Dog is no exception, the only thing we can do now is just wait and see.

Yes, the Deluxe Edition has no tag in discription, but it will be tag in the name when you redeem the gift. But i think that's no problem, it still can playable in everywhere with all language, just like ROW gift.
how do you know when u redeem it its shows a ru tag? if theres no RU tag on desription i dont think its shows RU anywhere.
To be honest, I sold for a guy Deluxe Edition, and after he redeemed it, he said that the name of the game in his libary has been RU tagged. I didn't see by my eyes, but I think he doesn't have any reason to lie me :)
To be precise it just says "Assassin's Creed Black Flag Digital Deluxe Edition (RU+CIS)" in you're Account Details after activating it. There is no RU tag in the actual game library from where you start the game.
Be wary, Borderlands 2 had no tag or anything and activated fine but got turned into Borderlands 2 RU in library after release. Same thing could occur.
There is no problem if a Game isn't Region lock at Pre-Purchase , after Activation , even it become Region Lock , ur copy will not be Region lock !
i read about it before and i also had RU Pre-Order Rayman Legends ! it's RU Tag and Region Lock now ! but mine is not Region Lock , i activated it before Pre-Order End !
I saw few traders doing 13 TF2 keys for ACIV Black Flag, and it's 'as stated, ROW version'. Is there any reason why is Black Flag on such a low price?
And also, if it's RU+CIS version, does that means that there are chances for the game to get locked out/change language to russian and such?
