I believe the actual requirement is 30 days of having your account in good standing (no steam guard resets, vac bans, trade bans, etc.), not 30 days since last buying an item.

What is a 2-pack/3-pack/4-pack?
If you look at the Steam page for the game in question, you may see two buying options for the game in question. One option allows you to buy 1 copy at the current price, and the second option allows you to buy a multi-pack containing 2/3/4 copies for a discounted rate. Sellers typically buy these multi-packs opposed to single gift copies as it allows them to offer a lower price to their buyers.
What is unpacking/opening a multipack?
The "unpacking" is typically offered at a discounted rate from the gift copies as the game goes directly to your library, and can not be traded. Only a player who does not own the game in his library can "unpack" a multi-pack. The steps to unpacking are as follows:
Trade your keys + collateral (if necessary) to obtain the multi-pack.
Add the multi-pack game to your library from your inventory like any other game. One copy will become attached to your account and the other copies from the multi-pack will appear as gifts in your inventory.
Trade back the extra gift copies for your collateral if you used any.
Can I unpack?
To be eligible to unpack the account which is doing the unpacking must be in good standing with Steam. If it is not, when the multi-pack is opened the extra gift copies may become untradable and it may take awhile to resolve the issue. The criteria for having an account in good standing is as follows; You must have not changed your Steam password, e-mail, Steam Guard settings, added or changed any payment methods, or changed any other important Steam account settings in the last 7-14 days. Then you must check whether you are eligible to open a multi-pack by going to the Steam market page in your Steam interface and make sure the green button "Sell an item" is clickable on the right hand side of the screen.
What is collateral?
If you do not have sufficient rep, I, the seller of the multi-pack may ask for collateral equivalent in value to the other copies in the multi-pack to ensure the safe return of the gift copies. I accept collateral in the form of game gifts, keys, or in-game items. Think of collateral as a refundable safety deposit that you will have returned once you trade back the extra gift copies. If you decide to keep the gift copies, I will keep your collateral.
