I thought steam patched this shit in February / March for activating games via VPN and playing them without.
Chinese steam store recently have region lock just like russian, but the retail key is totally different from steam store gift, most of them dont have play-lock or even activation lock.
CN fallout 4 retail key have activation lock, but can be played anywhere, you can preload once activate, but the russian retail key is also play- locked, check the steamDB and you will know.
