This is an all-inclusive statement, it doesn't matter if the threads are about completely different topics, this rule of no more than 2 threads per person is simple and straight-forward (exceptions being PSAs about impersonators and scammers).
The statement "especially for the same thing" is additional to the first statement, meaning it applies doubly in the case of such threads.
Please read the full article carefully before accusing people other people of such. In addition, there is no need for being blatantly passive-aggressive; it's unneeded and unhealthy for the community as a whole.
