The funds can be spent on any game or DLC you choose.
If that's how you want to do the trade you'd need to specify your region/country since that determines who you can send gifts to.

Hello, I am looking to trade for a copy of Black Ops 3, I have $30 in steam wallet funds to buy any game, games, or DLC that you want from the steam store (Within the US region). I'm tight on cash right now and I don't feel like waiting for the game to drop back down to $30. I'm not trying to make a profit off anyone or have them make one off of me, more than I am just trying to offer someone the outlet of swapping out a game I want for something that they want (Or atleast something they think they could trade away easier).
As far as the trade, I would feel more comfortable with you going first because I've got 13 years of service, 100+ games bought and have no desire to jeopardize my account over a $30 game.
