Can someone explain this to me? The game is 39,99€ for me regularly on Steam. Here I can get it for between 39,10€ and 41,60€ (as the price for the TF2 keys changes up and down). What exactly is the sense of this?

I am interested. Gifts tradable without restriction? This is South Korea (KR).
