These threads are ridiculous.
You can sell TF2 keys for Steam Wallet and then buy Tropico 4. No one is going to offer more than you can sell the keys for and you wouldn't be willing to less than what you could sell them for, that should be common sense.
It would be much easier if you just stated "2 Keys for Tropico 4 as it's $4 to Russians" and save all the useless crap in between.
