Nope it will be locked only to TR. Also it would apply most of the countries who can buy it for cheap. I am quite shocked how you are not aware of it though.

its an old app so I dont see there any special locks, about region locker gifting now I remembering something about new rules (so I will check it out), but again how it works when one side at all dont have a price is a question

It's not about you but the buyer. So find a one which would work in Ukranie. I think RU+CIS would do that.
