Why you're posting this in my topic? According to your screenshots, it was your offer actually and you rejected it for some weird personal reasons.
He offered you a game, which you asked for. Total War Attila.
And he also offered you a common way to transfer money from your steam wallet to his (since steam doesn't allow direct money transfers): he's putting some cheap item on steam market for discussed price (let's say 10$), you're buying it with your steam wallet funds, he receives money to his steam wallet (steam will take 15% fee, so he'll actually receive 8,5$ to his wallet, but trader agreed to take that fee on his shoulders). So basically you pay 10$, he receive 8,5$ and then he will give you Total War: Attila game.
He asked to send money first because you have no rep at all.
From my point of view, everything was ok from his side, he just need to explain it to you with more details, but he probably thought that you're aware about this way of transferring stream wallet funds. Instead of this you declined this trade in very rude way.
Instead of offending him, you could just ask him for details and tell him correctly about your worries.
