I think it's just a standard tag that it's locked to the EU region. If it was bought in the EU, it will activate in the EU.

PermalinkIts just a visual bug its completely reedemable everywhere if its from a 4pack split. It doesnt specify any country just written restricted.

Got a 4-pack, so i have 3 spare copies to trade, there is a restriction tag but it doesn't say in which countries it is locked, so i guess it isn't (also, people kept telling me it's not), anyhow, it was bought from Europe.
