YES IT IS REGION LOCKED, CAN BE ACTIVATED ONLY WITH A VPN, BUT YOU MIGHT WANT TO WAIT TILL SUMMER SALES, IT WILL PROBABLY GET IT'S REGION LOCK REMOVED. BY THE WAY, CAPS LOCK IS A BAD DISEASE :(

There are two versions (or SubIDs to be precise) of Tom Clancy's Splinter Cell Blacklist Standard Edition.
SubID 30226 is only available for purchase on the RU and UA stores.
SubID 30225 is available for purchase everywhere else but on the RU and UA stores.
As stated on the SteamDB pages, both games are ROW, designated by the territorycode | Territory Not Set (-1) entry, but
if you activate SubID 30226 this will be written on your account page: "Tom Clancy's Splinter Cell Blacklist Standard Edition RU+CIS"

hi, i've noticed some guys have got blacklist RU/CIS gifts and yet they simply managed to activate them and play them even though they are not in RU/CIS region, what is happening exactly? is the Game region locked or what exactly?
Can anyone confirm this?
