I got a card for a free Assassin's Creed 4 with my new gtx780, I haven't even started ac3 yet so I don't need it.
It is redeemed at http://geforce.com/freeac4bf. They give a UPLAY key (NOT FOR STEAM).
There is a list of countries on that page, so I would assume they will give you a key that is valid in the selected country, but I have not looked into it and hold no responsibility if there is some unexpected region lock.
