Yes, he is impersonating me. He is using my avatar and nick, but everything else is different. I added a description about him to let people know about this scumbag.
Shame on Steam support, because I already reported him 2 times and created a ticket on Steam support board. What did they tell me? "We will investigate your issue" and they did nothing so far. He scammed some people more and still doing this...

Am I mad? Yes, but I had the promo code from a NVIDIA Gift Bundle - so I guess, whatever. I have contacted everyone on Steam to report this and Uplay to revoke the Promo Code, if they will.
