Looks like TR 2013 standalone is a Russian version but playable anywhere and the Collection is the same everywhere (ROW).
Yeah it has all languages as it's the same version essentially, if you click on the "app" tab on the RU version page on SteamDB it gives you this:

At the end it's ungiftable and untradeable from CIS countries :(
I knew it had "it's own version", but now there is a warning on russian store if the game is region locked. Tomb Raider don't have one so it was strange.
Luckily I was interested in the Collection, it's about 67% more expensive but it's 10 games instead of 1 ^^.
